You turn in your fossils to the scientist inside the museum of Oreburgh City.
well, there are tons of items, the main items are spheres (those let you buy things), fossils (you can go to oreburg and turn those fossils into other pokemon), and many many more.
At Cinnabar Island there is a Lab. Someone there will extract them.
In Pokemon Ruby/Sapphire, fossils can be found in the desert north of Mauville. In Fire Red/Leaf Green, they are found in Mt. Moon. In these games, only one fossil can be taken. In Diamond and Pearl, fossils are found by digging in the underground- you can take as many as you find down there, and turn them into Pokemon in the coal museum.
In Oreborough City you can turn fossils into Pokemon. There'll be this little museum in the city, where you give your fossil to the man at the counter and you get back a Pokemon. However, you need an open space in your Pokemon rack for it to work
