All Running light and dash lights are inop in a 1997 Lincoln mark viii. Brake and HIDs are fine Is there a fuse shared with dash and running lamps?
My 97 Mark did the same thing. It turned out to be a blown fuse. Cant remember which one but I do remember it was a 10 amp fuse.
