There are multiple reasons for that. One of the most common is BIOS is not configured properly, for instance, SATA is set to RAID. Other one is your chipset requires a driver during installation that Windows 7 does not have. You will have to load the driver on a stick and load it when installer stops with empty window where available hard drives should be. You will see option to install driver manually.
