Fundamentally, the distinction is based largely on the size of the solid particles in the mixture. For materials of relatively low molecular mass, if the "particles" are individual molecules and/or ions, and therefore are smaller than the wave length of visible light, so that the particles cannot be seen, the mixture is a solution.
