Supervisors are chosen either for their knowledge posted in their answers, or for their conduct. I, personally was chosen because of my extensive knowledge of reptiles. I had NO idea people were actually monitoring my contributions - until I received a message asking if I'd like to be a supervisor !

Yes, and no. Any person can ask to become a supervisor or be recommended by someone else. Often Supervisors recommend, but anyone in the Community can make such a suggestion. However, not everyone who is recommended is automatically made a supervisor. Wikianswers has two programs that help contributors learn how to become supervisors, and then they learn under a Mentor as well. If they demonstrate good leadership abilities and use the tools correctly, then they are advanced to a Supervisor position. However, some people don't complete the process or don't go on to become a Super. You can make a recommendation to Mr. James Sarino through his message board.
