I think the answer to that is all wool felt is made of wool. Nowadays, perhaps one should regard all non-woven fabrics as felt, irrespective of fibre origin.

There is a product known as roofing felt, and this is made of a mat (the felt) of synthetic fibres, impregnated with tar.

Making felt is a process of activating the barbs in the wool so that they attach themselves to each other as the wool 'shrinks'. This causes the formation of a more-or-less solid fabric.

You can felt wool by agitating it in warm water, or by repeatedly piercing it with a felting needle. One can felt using raw wool or 100% wool yarn, depending on the project in mind. Agitation is usually accomplished on an article that has been knit, by running it through an agitator washing machine under close supervision.
