Owls Fly silently because like all owls do because of the little fringes on the back part of the wing.

because they have brilliant wing span so it doesnt fly very, very fast. which makes it silent

Improved answer:

The trailing edges of the owl's flight feathers are lined with tiny fringes much like hairs that muffle the sound, not only as they move through the air but as the feathers move against one another.

These feathers are the main reason they are so quiet but they also have relatively large wings with respect to their size & weight. This allows them to fly using very little energy & to fly slowly for long periods.

The broadness of the wings, less so the span, means they use less wing movement in the first place.

Owls have "fur" on their wings so their prey will not hear them but most importantly, so they will be able to hear their prey.
