You can get Mew, but it's extremely hard. So, I'll answer why Mewtwo is easier to get then Mew. Most likely because in Cerulean City, Mewtwo was created, and he didn't go very far so he is easier to reach. Mew however can learn Transform and disguise itself, fly, and teleport, so logically, you can only get Mew by 1). Migrate Mew from Pokemon Emerald using the Pal Park, or 2). Trade a Mew from a Diamond, Pearl, or Platinum
