Why can you only play moon on call of duty black ops Rezurrection?

You can only play Moon on Call of Duty Black Ops and you can not get the map for moon without getting Rezurrection because that is the only place the map for moon exists. It is not part of the maps on your game disc and the DLC will not work as a stand alone game without Black Ops
