A Biopsy punch is considered a controlled medical device to be used by a licensed medical professional only, possession and the use of these devices are to be done only be medical professionals. Piercing studios are not medical facilities and the piercers are not medical professionals, so it is practicing medicine without a valid license and is illegal.
You can get what's called a dermal punch, where they literally punch out a piece of skin, similar to a hole punch that you would use on paper.
14's are pretty much standard for all piercings, but I would recommend a dermal punch with actually removes the tissue reducing other risks. If you plan on stretching punch it at the gauge you want to stretch to if not then you can have them punch it in any gauge you like. Never use anything below a 14 for migration and rejection reasons. I wouldn't really recommend a 14 either, but it is your choice.
The best thing to do is get a dermal punch. That will remove the scar tissue and let your skin heal back. Go talk to a piercer about it. You'd want to get it a size larger than what the original piercing was. You don't want to repierce it because piercing only displaces the skin so it wouldn't get rid of the scar tissue.
The implant needs to be sized for the depth of the tissue (that's from the surface of the skin to just under the dermal layer). If the jewellery is not sized correctly for the tissue depth then the jewellery will stick up and thus be prone to snagging. It's the piercer's mistake, he/she should know what depth they are going to go to before doing the dermal punch. What you have now, you are pretty much stuck with, unless you want to go back and talk to the piercer about doing it again (fat chance they will agree with you).
You can try by using Bio Oil, Mederma, or other natural oils. Theres still a chance that it won't go away. If it really bothers you, you could get a small gauge dermal punch to remove the scar tissue completely. That's really only if the hole doesn't heal completely.
Whether it is blanking or piercing, size of opening in sheet is governed by punch and size of cutout piece is governed by Die. So, for piercing, Punch size should be same as required hole size and clearance should be given on Die. For e.g for a hole size Dia 8, punch size should Be 8mm and die size 8 + clearance For Blanking, DIe size should be same as size of blank and clearance should be give on punch. So for a blank of Dia 8, die size is of 8mm and punch size is 8 - clearance.
Your best bet is to massage the area. You can use vitamin e oil to massage with. If nothing works, some people get great results from getting a small dermal punch to remove the scar tissue. Thats really a last resort though
