If the book does exist I would imagine that it would only be opened and read when it is necessary. If all the presidents read it there would be too many people to keep track of in order to make sure noone else found out the secrets. On the other hand the book of secrets could simply not exist.

The letters are also said to include "anything the new president needs to know". Which could be secrets, and other classified information along those lines. It is not known whether those letters have been compiled into a book form or whether the new president keeps it for himself, but there at least is something along the lines of what was described in the movie.
