They don't move very fast, only about 3 inches per year, however, the one off the Pacific Coast stopped moving and is building up tension. When it does move, there will be a huge earthquake. That's really the only time you would feel it.

The plates that construct the Earth either slip past each other, or two move towards each other whilst creating a gap between others, this movement causes a vibration in which is the Earthquake.
