Why cant you add a person on facebook when you know the person and the add as friend button is there but when you press the button it says that to prevent misuse of facebook your request is denied?

I believe it's because your friend has set his/her security setting to have it that only THEY can send out friend requests. No one can request them. It's too keep spammers out.
