Why cant you be luigi in new Super Mario Bros?

If you're talking about New Super Mario bros DS, YOU CAN! When you go to select a file, hold L+R while choosing a file. If you press A to select a file while holding down L and R, you should hear "Luigi!" if you do, you'll start playing as Luigi. Another way to have found this out is at the end of the game after the credits, where it asks "do you want to save?" look at the bottom screen. The wallpaper behind the "The End" will say, "L+R+A=Luigi". They mean that for when you choose a file.
