I don't think there's a specific reason you can't get there, the developers at Ubisoft just didn't see any need to extend the city further and add in that much more work, so they left it.

go to the blacksmith you can also go running around florence, venice, monteriggioni, and tuscany looking for codex pages. and when you find certain codex pages you can get a pistol, two hidden blades. and also whenever you kill guards you can pick up their weapons
