Anyone can join a party even non members, but if you are not a member you can not host a party. Sometimes when you can not join parties, it is probably too full or toontown is updating or has not yet have parties

What happens when you lose your toontown mebership?
It means you cant access a lot of stuff you used to be able to access. You cant do buildings anywhere except toontown central. You cant do Sellbot stuff, Cashbot stuff, Lawbot stuff, or Bossbot stuff. Plus you cant do toontasks that are later in the game. You cant go Golfing, Create parties, race in toon battles, and you cant bye stuff in the catalog. In racing you can only race in practice races. In parties you can only join a party. For trolleys you can only use the trolley in toontown central.
