great question. capacitors will bleed off any noise on the line (high frequency interference). you wouldn't want these "renegade" voltages/signals getting to your load. coils and capacitors are used to filter oscillating signals. think about when you raise or lower the bass in an audio receiver, that is a filter. the high freq signals shunt across the cap, stopping them from going any further.
