Most likely to keep cost down. Plus keep in mind that fog lights are not aimed that far out so why have super-lighting when its only going a few feet ahead of you... That said, I upgraded to SOLUX fog light bulbs on one of my vehicles and XENON fog light bulbs on my other. Both are brighter and relatively whiter.
