I think children should be introduced to computers as early as possible because that is the direction education is going and starting them young will only help
There is no concrete answer for a specific time. The reason is humans can only go back as far as we have researched and that woud be far back into early BC era. Philosophy for children was introduced about the same time religion was introduced.
