Companies are still able to offer loans like that because the interest is about fifty percent and they make thier money of that. They also don't worry about people not paying either because they can write it off or have another company pick it up and they will get paid by that company and that company will come after you.
Because there is a lot of money to be made doing so. With more people in debt and needing money, there are more people who need these loans.
