My thought is it could be a couple of things.
1. The driver (software that helps the computer understand hardware) is out of date and to be updated
2. (assuming it is a USB connection) the USB port isn't fast enough to transfer data.
Did you check to make sure the external drive has power?
You will need to connect it to a computer to read what is on the external drive. As a precaution, always scan external storage devices with anti-virus programs before opening any content on a drive.

yes they do read disk. some require an external drive.
One possible reason it wont is because the external hard drive might have gotten damaged from being jarred while it was running. Another possibility is that the circuitry in the enclosure has failed and can no longer transmit to the computer
Depending on the age of your computer you may or may not have a CD drive. With a drive you just put the CD in and the computer will read it. If you don't have a drive you can buy one and connect with a USB to the computer. Once it is installed the computer will read the disk.
