Actually, cows can give birth to twins although it is not very common. But the main reason that cows can only give birth or have one calf at a time is because that's all the room she allows in her uterus. Her uterus is not large enough nor long enough to encompass more than one, extremely rarely four fetuses at one time. A cow is an animal that needs her young to be up and suckling in a matter of minutes, not nursing them as tiny weak things in a cave somewhere.
Cows can have one or two calves at a time. Odd time she'll give birth to triplets.
Yes all cows give milk (referring to "cows" as the mature female bovines that have given birth to at least one calf, not the colloquial term for "cow"), and yes they can only give milk if they have recently given birth. To confuse the reader even more, the answer to the first question would be "no" if one were to use the word "cow" in a colloquial sense, which would still make the answer "yes" to the second question since those cows that are capable of giving birth are the only ones that can give milk. The male cows (there are really no such things, but I'll keep going anyway) cannot give milk nor give birth, so they are obviously out of the picture as to being the ones giving milk or giving birth.
Bison cows primarily give birth to one calf a year.
Most cows will give birth to a single calf. However, twin calves are not uncommon. I do not believe it is physically possible for a cow to have triplets, though.
Today, modern dairy cows are bred specifically to produce large quantities of milk. Like humans, cows only produce milk after they have given birth, and dairy cows must give birth to one calf per year in order to continue producing milk. Typically they are artificially inseminated within three months of giving birth.
Most human beings usually give birth to one baby at a time. However, other mammals like dogs give birth may give birth to at least six puppies at a time.

The Kinkajou has usually only one cub at a time but sometimes they give birth to twins, but not often. They are a placental mammal.

A Seasonal dairy is an operation that only has its dairy cows milk for one or two seasons out of the year, unlike the conventional dairy which has cows milking all year round. It is this way that cows have a rest period before they are set to give birth to a calf and give milk for a number of months.
