If GB means Great Brit, then no they didnt. But they cut off all ties with them in order to avoid direct conflict with Axis powers. Still they provide resources for them during the war.
Only congress can declare war, not even the President has this power.

The battle of Yorktown was fought in Virginia in 1781 during the revolutionary war. The revolutionary war was fought in order to gain independence from Great Britain. This battle ended the revolutionary war by the surrender of British General Cornwallis and America gained there independence from GB.
Congress declared war on 13 May1846 but by then the war had been going on for three months.
