Brazil was trying to develop the economy but had no reserves of oil or natural gas. Importing petrol was very expensive. So Brazilian scientists worked hard to find a way they could power cars and machinery without haveing to depend on expensive imported petrolium. Gasoil is made from sugar cane which can be grown in Brazil, so it's cheap.

The funny thing is that in the past few years HUGE deposits of petrolium have been found in Brazilian national territory, although it will be very difficuly to start to extract it as it is under the sea.
