Although the Battle of Dunkirk was one of the biggest defeats the British Army had ever suffered, 338,000 Allied soldiers were evacuated from the Dunkirk area when they thought that they would only be able to rescue about one tenth of that number. The rescue meant that the British were able to regroup and establish a nucleus for continuing the war.

The thousands of British and French soldiers at Dunkirk could have been put out of the war easily and permanently, but most escaped to fight again. If the question asks why the operation was carried out successfully: The British still controlled the sea, and they denied the Germans full control of the air over Dunkirk.

On one hand, it would be hard to call it a success, the British were pushed out of France with great casualties. The fact that they managed to bring most of their troops home, abandoning equipment and utilizing every boat and ship available often manned by civilians was a positive note, despite the loss.
