Technically, no. Circular Quay ( where the ferries and cruise ships come and go) is between the Opera House and the Bridge. But they are very close together.
There are numerous harbors throughout the world where one can go to see nice boats. Some of the most famous are Sydney Harbor in Australia, Victoria Harbor in Hong Kong and New York Harbor in America.

To go up to the Sydney Bridge Pylon Lookout, it is a total of 200 steps. They are open to the public 7 days a week and the cost will vary depending on age.
