In World War I, the combatants on both sides of the conflict built up their forces (land, naval, and air alike) for the sole purpose of overwhelming the enemy. The ideal goal was to have more soldiers and weapons (etc.) than the enemy. Equally important was building up a more effective force than the enemy could, whether through better weaponry or tactics (etc.) or greater resolution and courage in the fighting men.
