France is a secular country. This is why all expression of religious proselytism is banned in public places. In public schools, it is forbidden to wear large Christian crosses, Jewish skullcaps, or full-face Islamic veils (obscuring all the face, as the Niqab or the Burkah). It is permitted to wear a hijab, a Shayla, a Khimar, Jilbab, Al-Amira, as long as an additional veil does not conceal your face.

But France did ban full face veils, or any other means to obscure or hide completely the face (balaclavas, masks, scarves...). It is a minor offense (only a fine may be imposed) since March 2001. That was done for a host of reasons: Security (in a country that had been targeted by bombs in the past, or where Black Blocks caused damage during otherwise peaceful demonstrations); the stance of feminist or civil rights advocates, highlighting the fate of women being compelled to wear full face veils by their husbands or family; and the force of usage in France, where religion is strictly separated from state since 1905.

The vast majority of the population (including a vast majority of the foreign-born people) are comfortable with that situation and appreciate very much the secular character of the state. Opinions polls show a massive support for religion staying in the private sphere, and not being displayed in public areas. This is especially true for civil servants who already had instruction to be neutral, be in in politics, religion, lifestyle, dressing, etc...
