The United States had just won a very expensive war for independence and already owed much to their new ally, the French. Foreign entanglements threatened to complicate an already complicated financial question. Also, the new country was relatively small and weak and would not be wise to become involved in the warring affairs of large wealthy European nations. Foreign policy was best made simple by neutrality. Washington was prophetic in this way. It was alliances and arms races that caused multiple European wars in the 19th century and World War I.

France had been America's ally during the American Revolution against the British. However, after the war Britain remained America's most important trading partner which was a relationship too important to risk. Some, like Thomas Jefferson, believed stopping the French Revolution would be a crush to liberty everywhere, going against the principles of America's own arguments for independence. Others, like Alexander Hamilton stressed the trade issue with Britian. In order to avoid becoming entangled in this mess, Washington declared America should remain neutral, being "friendly and impartial" with both Britain and France.

It's because to stay safe and don't need to pick sides. if they picked sides, they would be locked in an alliance with the country they chose. if the country they supported lost, they would have to face the might of the opposing country.

He mainly wanted it to be settled so the New country could get back on their feet. They needed to become a country and it would not have helped if there was terror between people.
