God allows this to bring a greater good then there would have been otherwise. There is only evil in the first place because man, and before him, an angel, chose their own will over God's will, thus frustrating God's plan. But God allows this choice to be made as he allows freedom. Without freedom, we cannot freely choose to love and serve God. In allowing us to freely love and serve Him, He must allow the opposite choice which always results in suffering.
