The goal was to abolish poverty and establish racial equality. The attempt to abolish poverty did not work because it could not end the underlying reasons for poverty. It is almost impossible to change people's work attitudes or life styles. There were a lot of expensive programs but much of the money went to "administration", meaning government workers were paid for doing nothing useful. Some of the programs recorded limited benefits but had no long term effects on poverty.
The drive to end racial inequality worked better than the efforts to end poverty, but again was blocked by old attitudes and customs.
