He did want the bolt in the book, and the movie doesn't always follow the book.
well in the book percys main idea was to find the lightning bolt whitch he belived hades had to get his mom back. hades nevet had the bolt.......so in shorter terms he had to find the lightning bolt (he didn't want to do) so he can get his mom back (he wanted to do)

However, the lightning bolt would only appear in the bag pack if Percy and his friends gets are in the Underworld. Basically, Percy just took out the lightning bolt and gave it to Hades (Lord Hades).

It is Luke because he stole the master bolt, which was the main focus throughout the story. Had he not stolen the bolt, there would have been no complications in the story. Hades looked like the villain through the story, but in reality he was a victim to Luke's theft.
