In order to demonstrate Pontius Pilate's extreme unwillingness to find Jesus guilty, he wrote that Pilate sent Jesus to Herod Antipas, who happened to be visiting Jerusalem at the time - this is a story that is contradicted in the other gospels, not so much by choice but because the other authors made no allowance for it.

Since it was already tradition that Jesus was tried and found guilty by Pontius Pilate, Luke has Herod unwilling to try Jesus, sending him back for Pilate to deal with him.
