He didn't. It was during Jefferson's term that the purchase of Louisiana was made and the land that would become Illinois was part of that purchase. Monroe was sent to Paris by Jefferson in 1803 to meet with Robert R. Livingston. The two were instructed to buy New Orleans and as much land to the east as they could for the max of 10,000,000. Napoleon decided to sell all of Louisiana and gave up his dream of a New World empire. Before Monroe could get there Livingston was asked by the French how much would the US give for all of the territory. After a week of hagging on the price, treaties were signed, and on April 30, 1803 Louisiana was ceded to the US for 15,000,000. Jefferson was dumbfounded that a bargain had been reached and that they had paid more than he had given them to spend on New Orleans. They had bought a wilderness to get a great city, but this doubled the size of the US.
