The main reseon is that the inindation from the tsunami was much more violent. The tsunami came in as a massive surge of water that was, in places, well over 20 feet deep. The water also came in much more violently than the storm surge of any hurricane. Isaac was rather weak as hurricanes go, The storm surge was only enough to cause some minor coastal flooding, and wind damage was moderate at most. The most damage was caused by inland flooding from heavy rain, but even that was minor compated to the inundation from the tsunami.
Additionally, the people in the tsunami's path were still shaken and buildings still damage by the massive earthquake that triggered the tsunami.
