In addition, Japan was maintaining US Bases and war machinery based in Japan; US Tanks, Warships, Jet Aircraft, weapons, etc. Japan had to build and re-build those machines of war in support of the US's role in it's fight against communism.

After WW2, they were banned by the rules. Japan can only use its military in defense.
