Primarily, the ban on commercial whaling. They've cut back on 'scientific' culling of whales for a few reasons... pressure from various international organizations, for one, and also a lack of sustainability, as the Japanese whaling fleet always operated at a substantial loss.

So far directly, they have saved over 5,000 whales. However, that is directly from campaigns to number to caught compare to the set quota. Further whales could also be save from media from the publicity of the whaling activities which may discourage people to kill whales. Furthermore, more whales could be saved from legal and quota regulations e.g. Japan said to have a 333 killing quota (cut by 2/3) compare to 1,000 or so usually targeted.
