Jason David Frank was missing for some of the episodes in which his character Tommy was stuck morphed because it was part of the agreement that was made between him and the Dino Thunder Executive Producers in order to get him to return, he agreed to return if he was allowed to leave for a few episodes to go back home to spend some time with his family and to check up on his dojo business.

∙ 11y agoJason as in the character in Power Rangers left along with Trini and Zack in order to attend a Peace Conference in Geneva, Switzerland however the actor that plays Jason, Austin St. John, Austin had refused to do ADR sessions because he wanted a raise so he was striking in order to get a salary raise however the company in charge of Power Rangers wasn't going to give him a raise so Power Rangers ended up hiring a new actor in Steve Cardenas in order to replace Jason as the new Red Ranger.

∙ 10y agoHe and Cathirine Sutherland asked to leave the show prior to "Turbo" due to the hour demands of the show and it finally took its toll and so they both asked to leave the show. As such due to this Johnny Yong Bosch and Nakia Burrise were also replaced so a new line of Rangers could take over though Bosch and Burrise did not want or ask to leave the show.
