Why did Jeffrey Dahmer wait nine years to kill his second victim?

This is very common among serial killers. There can be large gaps between kills, especially between the first and second. Many killers, after the first victim, will tell themselves it was just a 'fluke' and that it won't happen again. But sooner or later the fantacies take over and the urge to kill becomes overwhelming to them.
With each individual killer the patterns will be different. Some start abrubtly and have very little time as a 'cooling off' period, while others sometimes go years between kills. The BTK killer Dennis Rader from Kansas was one of these. He could go several years between kills. Danny Rollin, the Gainsville Ripper started with a blitz and did not stop until he was finally apprehended.
Just like every person is an individual, so too are killers. They have different physcological needs and carry out their kills to fill these needs. This is what is known as 'signature'. It is like their personal autograph on each victim and it is this autograph that helps in their capture.
