Officially to resupply the Fort. The real task was that to check the will of the Confederate government to react militarily against that movement, which might have been considered a violation of the Confederacy's territorial waters.

Because he could not be seen to recognise the Confederacy. Sumter was a Union garrison, and he had to try and keep it supplied.
