It was an Act passed during the Civil War to get more funding for the Union Government in the form of Income Tax. It was signed into law by President Abraham Lincoln, introducing the first progressive rate income tax to the country. Annual income above $600 was taxed at a 3% rate, but those earning over $10,000 per year were taxed at a 5% rate.
