Moses wore a veil after he came down from talking with God on Mount Sinai because his face was glowing from having been so close to God's glory. The people were disturbed by his glowing face and asked him to wear a veil until the glow faded. You can read about it in Exodus 34:29-35.

In the torah, Moses sees God's back and his face begins to glow because he is imprinted with a bit of God's light. The light was so bright and intimidating, to make the people around him feel more comfortable, he wore a veil. Today, brides wear veils because it is said they the brides are shinning so bright with God's light that they need to wear a veil just as Moses had.
Yes a bride can wear a veil at any age.
