I think it was because children are the only people who have enough imagination to believe in him. The lead characters, of course, still believed as adults, but that was because they had seen him, spoken to him, and battled him (or been terrorized by him) many, many times. They WERE able to sort of forget, but it would have been much easier to forget, or to convince themselves it was just a nightmare or a false memory, if they had only had one or two experiences with him.
Also, children's souls are considered to be purer than adults. Pennywise is a purely evil entity, and thus he would prefer murdering and "feasting" upon the pure, innocent souls of children, rather than the corrupted souls of adults.
