'Fail to lead' does not apply. The President inherited a government so steeped in partisan politics that it refuses to have any other priority than their own party line. Now it doesn't matter which party that a president is a member of, the parties are in charge. Until enough of them realize that they are 'waging war' at the expense of the American people and make a determination to change that, there will be no effective plan for any policy, debt, health care cost, unemployment, or any important issue for Americans.

The president can only spend money that Congress has appropriated to be spent, although Presidents have been known to withhold funds that Congress has already appropriated.

He was objecting what he believed was out of control spending by President Bush and the Republicans, who controlled congress at that time; and he expressed his opposition to raising the debt limit. However, when congress voted on it, the debt limit was in fact raised, although Mr. Obama was among those who voted against it. That said, it is very typical for a senator or representative to hold one set of views when in the opposition party in congress, and a different set when in the majority or when that person has become president. Under both President George H.W. Bush and President Clinton, it was raised four times. Under President George W. Bush, it was raised seven times.
