Thomas Jefferson purchased the Louisian territory from Napoleon, Emperor of France. As a result many of the indiginous inhabitant and European settlers spoke French and not English, seeing as the Enlgish and the French hated each other. So having a Governor who spoke French and English would be important so he could communicate with the English speaking Americans and the French inhabitants.
