Because Rhode Island did not want to over throw the establishment of the government. They likes things the way they were and they didn't want to take any part in changing the way things go.

They would have nothing to do with the Constitution until they were assured that a Bill of Rights would be added.

Because they were known for being very stubborn and would have rather had a gov't with more power going to the states like the Articles of Confederation did.
