It is the political party that loses/wins the election. The prime minister is the appointed leader of the party that wins. When a political party loses a general election then the prime minister steps down and the leader of the winning party becomes prime minister.

Keating then launched a challenge to his position as Leader of the Labor Party. The Labor Caucus held a vote. Keating lost the first vote, but the second time around succeded in winning the support of a majority in the Caucus. Because Keating was now the leader of the Labor Party, and the Labor Party had a majority in Parliament, this meant that Keating was automatically appointed Prime Minister.
