Augustus was named as heir in Julius Caesar's will. He used that and his political skills to oust his largest rival, Marc Antony, after which the Senate had little choice but to place the power in his hands.

I personally think that it was a negative rule, because the Etruscans were mean and nasty and didn't give the Romans much freedom at all. You can think of it like when you get grounded, you aren't allowed to do much of anything. It's kind of like that, but with the Romans. :)
Not officially. Politics was not considered a feminine pursuit by the Romans. However, many empresses wielded great power and had a lot of influence with their husbands, not to mention the conniving women of the later empire. In the early empire, Livia, the wife of Augustus was one of his most trusted advisers and Nero's mother, Agrippina the Younger, had so much power that she became a threat to Nero.
