He didn't. That's why US opted to use the bombs to force a surrender & save lives on both sides in the long run. They were also warned & given an opportunity to surrender before they were used.

President FDR was in office. He had information on the attack before it happened but did not want to change his war or foreign policies.

Maybe Midway, when the United States managed to deal its first major blow against Japanese dominance in the Pacific, leading to the Guadalcanal/Solomon Islands campaign, or maybe to the start of it all? Pearl Harbor, where we realized that the threat of Japan was VERY, VERY real and that Japan had to be stopped in any way possible? Take your pick.
It is actually found on LewRockwell.org that FDR purposely put sanctions and embargo on japan so japan would attack the U.S. He could then blame Japan and go to WW2, so he could be elected 3rd term. How does the War help? People dont want to fix themselves, they want to fix up others- War helps politicians say *we`ll beat that other country up!* and get the citizens riled up to fight.

To avoid needless bloodshed; heavily defended islands were BY-PASSED. The allied slogan was, "Hit em where they aint!" Heavily defended islands were assaulted ONLY if absolutely necessary (for their airfields): Such as Iwo Jima & Okinawa.
