When Scout says "if Miss Stephanie Crawford was watching from her upstairs window, she would see Arthur Radley escorting me down the sidewalk, as any gentleman would do." She means that if Crawford was watching, she would see Arthur helping Scout and not vice versa. Earlier she had said that he sounded like "the voice of a child afraid of the dark". She wanted to make sure other people would see him as a gentleman and not as this "child" that he really is.
Scout didnt make it so Stephanie Crawford could see her and Boo(Arthur Radley), she made it so that if Miss Stephanie did in fact see them she would see Boo escorting Scout, that is why Scout made Boo link arms with her, so Boo would look like a true gentlemen in the eyes of Miss Stephanie.
